The retail counter is how most of the world's population actually accesses financial services. Bank branches are the exception in much of Latin America, Africa, South and Southeast Asia and the Middle East; the shop, the exchange office, the agent outlet and the remittance window are the rule.
Those counters already do the two things this program needs: they identify customers and they handle cash. And in market after market their customers have already moved into dollar stablecoins — for savings where the local currency is under pressure, and for transfers where conventional rails are slow or expensive. The demand arrived before the product did.

Every one of them is a small, trusted, staffed counter that takes cash from people the banking system serves badly. That is the whole addressable market for this model, and it is enormous.
The country pages below name the format, the corridors and the regulatory position for each market, because a store owner searching in their own market uses their own word — not ours.
Two drivers, in different proportions per market. The first is currency: in economies under sustained depreciation — Argentina, Turkey, Nigeria, Ghana — households hold dollars as ordinary financial management, and a dollar stablecoin is simply a more practical dollar. The second is corridors: in remittance economies — the Philippines, Mexico, El Salvador, India, the Gulf-to-South-Asia flows — stablecoins compete directly on speed and cost against conventional rails.
Markets with both, like Ghana or Colombia, tend to see the steadiest counter demand, because the two drivers are uncorrelated.
In neither case is the customer trading. They are protecting value or moving it, which is why the demand shows up at counters rather than on exchanges — and why the counter is the right place to serve it.

Outside the United States it is overwhelmingly dollar stablecoins, because the two drivers are currency protection and cross-border payment. Bitcoin is a secondary demand in most of these markets.
